more toplevel targets I'd like to slay... please comment.

These are subdirs which are refered to at the top level, but which
probably don't *ever* exist. I'd like to get rid of the support code
for them.
cvssrc: I don't know why this isn't just 'cvs', and in any case the
references seem to be bitrotted. Anyone know why this is in here at
all?
send-pr: Seems to be superseded by other tools.
prms: Looks like it was too.
ispell: emacs-dependent, and we don't do emacs in this tree any more.
inet: Seems to be dead, and probably doesn't belong in this tree anyway.
gdbtest: Looks like a relic of some previous experiment.
tgas: Looks like a relic.
target-qthreads: Looks like a leftover.
libstub: Looks like it's gone, presumably superseded by something else.
Please tell me what I can kill. :-)
