You miss the point, of course there is no license violation in adding code
to GCC to dump anything in any format you want.

The issue is whether a proprietary program designed to read this file (and
able to operate only in the presense of this file) is or is not "mere
aggregation". I would think not, but there are arguments on both sides
and this is something that would have to be argued in a court of law.
