Regenerate gcc/configure from gcc/configure.in

- Subject: Regenerate gcc/configure from gcc/configure.in
I just updated my gcc-3.1 source tree and got a new top-level
configure.in. Now, most often the accompanying configure is generated
upon checkin. However, this is not so currently. Could it please be
done?
