libtool - how to find/make it ?

I'm trying to include Juergen Pfeifer's changes to make libf2c a shared
library. His code uses libtool - however, apparently it is a locally
installed shell script where he tested his update. libstdc++-v3
obviously knows how to create libtool if it isn't there, but I get lost
in m4 files trying to figure out how.
Is there a libtool doctor in audience who can explain to me what to do
if I want to use libtool when just building C and Fortran ?
