As I correctly understood GCC's development policy specifies that the
patch should be in a branch until it demonstrates an improvement and is
shown to be robust. Now there is even no one DFA description in the
repository and the DFA based scheduler is not used for any target. So
I've moved it into the branch. The name of branch is
dfa-branch
