GCC 3.0.1 Delay

The Steering Committee has decided to delay GCC 3.0.1 until August 15th.
There are two reasons:
- Our new development plan calls for two months between dot releases,
so this puts us on this schedule relative to GCC 3.0.
- There are some important bugs that we would really like to fix,
including GNU C library compatibility issues.
So, the branch is *not* frozen; it is operating under the same
rules it was up until now. The freeze date will now be August 5th.
