Using snapshots

All my attempts at bulding snapshots during the last few months have
failed. I haven't tried very hard, since I figure snapshots might
often be non-functional.

But with the 20010319 snapshot, I really wanted the build to complete.
So when it failed, I browsed the gcc.gnu.org web pages, and also tried
searching for information. But I couldn't find any mention of the
problem, but then again, I might have missed it.

Is the goal that

        configure && make

should work on a system that has the tools required (bison, etc) to
build gcc 2.95.X?

Or do snapshot users need to locate ansidecl.h, safe-ctype.h, and
libiberty.h, from some source? Are users expected to know where to
find these?
