I don't think anyone meant to suggest that.
For the record, the idea behind pre-commit testing was to prevent many
breakages (and the ones users/developers are most likely to run into
right away: namely that the compiler doesn't bootstrap, or that
regression tests fail) -- not *all* breakages.
