There is no manager with the power to insist that something be done.
That's the sense that I meant it: unlike in a commercial project, nobody
has the power to say "this bug must be fixed". If we can't find some
way to motivate people to fix it, or fix it ourselves, it won't get fixed.
There is, however, a team who has the power to insist that something
*not* be done, the SC.
