Yes, of course, and that is why it certainly is a hgood idea to fix these
bugs, no one contests that. Indeed often the best thing when you discover a
latent bug is precisely to try to create/find this "innocuous user program"
as a test case. This also helps in determining how urgent the latent bug is.
There is a big difference between breaking some innouous user program which
has not even been reported as a problem, and breaking the builds!
