But, over the last several weeks we've had broken 3.0 branch
bootstraps on Solaris,
Yes, but nothing could have prevented that since it looks like it's
a latent bug in reload_cse which gets triggered at random by changes,
in this case by code that isn't even executed during the bootstrap (RTH's
change to 64-bit support).
What you are proposing is indeed a worthwhile goal, but I just don't think
it's very realistic given the type of problems that occur in practice.
