This is probably not so hard, because the original implementation of
#cpu was done in a version of cpp that was not too different from what
was in GCC 1.

Is the traditional CPP code actually taken from GCC 1?  If so, why not
take the cpp code from a somewhat later version, a few years ago?
The changes were not major, but may have fixed bugs, and added
features like #cpu.
