Changing high priority PRs

On request of Mark Mitchell, I have changed all PRs that were
previously given high priority to medium priority. High priority must
be assigned carefully: all high-priority PRs must be resolved before
GCC 3 is released. Only maintainers can use that priority; you are all
invited to use GNATS to track high-priority problems (as well as
others) in your part of the compiler.
