I have my doubts about that, though I have often seen RMS refered to as
stating this as a position the FSF. There is no hard and fast technical
rule that will determine this. What you have to ask yourself is if the
expression of software B derivative of the expression of software A (I
tend to think of it as "if software A did not exist, would parts of the
expression of software B become meaningless?")
