HAVE_conditional_arithmetic


HAVE_conditional_arithmetic has been disabled since October by rth.
Is there a reason why it should be kept in the compiler?  Is somebody
working on fixing it?  Does any current machine use it?  I know the
alpha uses conditional_move patterns that fool the
conditional_arithmetic stuff, which is why rth nuked it.
