I am the implementor. This is the AT&T (now Lucent Technologes) DSP16xx.
There is no free assembler or binutils for the part. Lucent developed they
own tools.

The very first line of gcc/config/dsp16xx/dsp61xx.md says:

So with no further clue about it, I guess it is the AT&T DSP16xx series.
