Sorry for the long delay -- between an unexpected trip out of town and
waiting for some linux/libio patches this took much longer to finish
up than I expected.
egcs-ss-971016 is now available in ftp.cygnus.com:/pub/egcs/snapshots/1997-10-16
(and on various mirrors shortly, see the home page for mirror sites).
You'll find:

languages runtime libraries and
testsuites.
egcs-core-971016.tar.gz Just the C and objc language front ends.
