One more rule for ChangeLog entries:
Don't include ChangeLog entries for .texi files.
This is mentioned in the GNU Coding Standards [you can find it
from the egcs home page], although not so explicitly.
Actually, this time I was sure I was doing the right thing, because I
was working by what others were doing. For example in gcc/ChangeLog
