Work-arounds:
skip building in texinfo or makeing info files
skip building gcov and libio/dbz
supply definition of INT_ASM_OP in gcc/config/i386/cygwin.h
hack egcs/libf2c/libU77/[de]time_.c (problems with definition of LARGE_INTEGER)
intervene in configuration of build/i586-pc-cygwin32/libf2c

compiler flags:
CFLAGS='-O -pipe'
BOOT_CFLAGS='-O'
CXXFLAGS='-Os -march=pentiumpro -pipe'
TCL_LIBRARY=<path to find init.tcl>

build failures: 
gcov, libobj
gcc fails bootstrap at -O2, succeeds at -O
g77 build unrec. insn ICE at -Os
Native configuration is i586-pc-cygwin32
