Yes, this is necessary because if you write the loop as

  do {
     b &= b - 1;
  } while (b);

and enter with b == 0 then the number of latch executions is zero
and not -1 (popcount (0) is still zero).  And this is a do-while loop
already so nobody will insert an artificial if (b) around the loop.

The failure to replace the final value is something that needs to be
addressed in final_value_replacement_loop () which should use
number_of_iterations_exit () and appropriately handle
niter.assumptions and niter.may_be_zero when doing the replacement
(giving up on the former and somehow handling the latter)

I don't see where you did this?  max is still computed as

rather than

   max = TYPE_PRECISION (TREE_TYPE (src));
