The only guideline I know of is that top-posts are to be avoided.

You could use local tools to handle this situation. I use t-prot with
mutt for example. It automatically shrinks the quote block, e.g.:

[---=| Quote block shrunk by t-prot: 114 lines snipped |=---]
... last few lines of message ...
