C++ PATCH to remove "array of runtime bound" from -std=c++14


The C++ VLA paper, N3639, was voted into and then back out of the C++14 standard, and currently seems likely not to ever be part of a published standard. So I'm backing out most of my changes for that paper, such that -std=c++14 has the same VLA support as other standard modes. We no longer throw bad_array_length.

Tested x86_64-pc-linux-gnu, applying to trunk.
