[Patch, AArch64] Fix vdup<bhsd>_lane<q>_* intrinsics' lane parameter.



Hi,

This patch fixes vdup<bhsd>_lane<q>_* intrinsics in arm_neon.h to have the correct lane parameter as opposed to the present '0'.

Tested on aarch64-none-elf. OK for trunk?
