[Patch, AArch64] Optimized implementation of vget_low_* in arm_neon.h.


Hi,

This patch replaces all inline asm implementations of vget_low_* in arm_neon.h with optimized implementations using other neon intrinsics.

Tested with aarch64-none-elf.
