Remove unused t-* fragments

- Subject: Remove unused t-* fragments
This patch removes three unused t-* makefile fragments. (t-pa is
unused because no target uses it explicitly and all PA targets define
nonempty tmake_file; t-$cpu_type is is only used implicitly if
tmake_file is empty after config.gcc.)
Bootstrapped with no regressions on x86_64-unknown-linux-gnu. OK to
commit?
