Go patch committed: Rewrite handling of runtime functions


This patch to the Go frontend rewrites the way that runtime functions
are handled.  So far the new approach is only used at lowering type.  A
followup patch will use it when converting to GENERIC.  Bootstrapped and
ran Go testsuite on x86_64-unknown-linux-gnu.  Committed to mainline.
