[libgo] Support GOTESTFLAGS

- Subject: [libgo] Support GOTESTFLAGS
The following patch came in handy when I need to repeat an individual
libgo test and investigate the resulting binary:
$ make GOTESTFLAGS=--keep <test>/check
does the trick and is far neater than modifying the generated Makefile.
