$ autoconf && autogen Makefile.def

or:
$ .../configure --enable-maintainer-mode && make Makefile

That isn't too hard.

Upstream libtool has this fixed.

Paolo, have you looked into the --with-sysroot issues that prevent us
from updating the Libtool used in GCC currently?
