This looks plausible, but I think you need to update the license text in
each individual manual (including those outside the gcc/ directory, e.g.
libgomp.texi) where it says "GNU Free Documentation License, Version 1.2
or any later version published by the Free Software Foundation" (generally
inside @copying). The DocBook documentation for libstdc++ will also need
its license notices and copy of the GFDL updated.
