Oops, that's a leftover from my earlier draft. I'll test & post a patch
with that passage removed.
The other contents of the patch should not require any special licensing
conditions, since I've removed the unified documentation to fall back
on the existing GPLed comments and GFDLed texi documentation - keeping
only unified documentation in cases where there was pre-existing matching
GPLed and GFDLed text.
