I'm very interested in the patch you proposed some time ago:

I'm the maintainer of the mingw-cross-env project [1] and we'd
like to get rid of the mingwm10.dll hack. Dropping support for
Windows 95/98/etc. is no problem for us, because those ancient
systems aren't even supported by Microsoft anymore.
So is it safe to apply your patch to the current GCC 4.5.0 release,
or are there open issues we should be aware of?
And one question to the GCC team:
Would that patch be accepted if its functionality was optional
via a ./configure option? (disabled by default)
That way, GCC could retain portability to ancient Windows versions
for those how need it, but also provide a cleaner solution for
everyone else.
