I think there are two issues:
a) the anchor is not stable
b) the text of the anchor is change

This email is about the latter issue: The file in CVS and the file on
the webserver differ, which causes the reference to break.

Well, as long as they are stable around the 4.5 release it is fine. One
probably should change them to the documentation of the 4.5 branch, when
it becomes available, as it is more stable and reflects the 4.5 branch
status better.
