PATCH: Use SPEC_32/SPEC_64 in ASM_SPEC

Hi,
This patch uses SPEC_32/SPEC_64 in ASM_SPEC, similar to LINK_SPEC so
that one can configure gcc with
# CC="gcc -m32" CXX="g++ -m32" .../configure --with-arch-32=i486 i686-linux
on Linux/x86-64 even if the assembler is default to 64bit. OK to
install?
