[PATCH, PR middle-end/22201]: Parameter description strings should all start with a capital letter

- Subject: [PATCH, PR middle-end/22201]: Parameter description strings should all start with a capital letter
Hi,
This patch uppercase the first letter of the description strings that
start with a lowercase, for all the others are start with a capital letter.
Tested on i686-pc-linux-gnu and run "make gcc.pot" to check the strings
for translation.
Ok for trunk?
