Even US universities. The message I think we want to send to people
developing plug-ins is this: you need to do this with a GPL-compatible
license or you're going to have to spend A LOT of money on legal advice,
which will probably end up telling you exactly what we're saying.
As agents of the FSF, it should be our responsibility to encourage as
much software as possible to be developed under GPL-compatible licenses.
