[patch] diagnostics: fix alpha, arm, mips, sh, s390, etc etc


This fixes all targets but PPC, which I'm currently testing on an
extremely slow machine.

Since I don't have machines for the majority of these targets, I
tested by building cc1, and verifying that there are no warnings while
compiling [backend.c] and [backend-c.c].

Committed as obvious.
