[Ada] Support for large files on Linux and Solaris


With this patch, the GNAT library will use fopen64 to open files
rather than fopen. This addresses some problems with sequential access
to files over 4 GB. Note however this doesn't help for random access
file I/O, since it doesn't increase the size of off_t assumed when we
import C library interfaces.

Tested on x86_64-pc-linux-gnu, committed on trunk
