Ada runtime for NetBSD 4&5 (Bug 37309)

Subject: Ada runtime for NetBSD 4&5 (Bug 37309)

Description:
	Ada runtime was not implemented on NetBSD.  This patch 
implements the runtime for both NetBSD 4 and NetBSD 5.  I 
don't have access to earlier versions of the os.  

Test Cases
	NetBSD 5 passes all acats and gnat tests.  NetBSD pass all 
gnat test and all acats except C953002.  C953002 hangs in 
the testsuite, but runs fine with compled with the 
installed compiler.

Change Log
	Implements ada runtime for NetBSD 4 and NetBSD 5.

Bootstrap & test
	Target/Host: i386-unknown-netbsdelf5.99.7
and	Target/Host: i386-unknown-netbsdelf4.0
