These illustrate why the right answer is simply to make it required like
MPFR (at the point when the support is added, rather than some time
later).

It might slow down development for a bit while people set up local MPC
installations, but at the start of Stage 1 when lots of major developments
are being merged I think slowing down development for a bit is probably a
good thing.

Making MPC mandatory is fine with me if that is the consensus.
