Since glibc is LGPL while libgfortran is GPL+exception, if you conclude
copying glibc's code is a good idea then you'll need to work with the FSF
on licensing at an early stage. (And make sure of course to use the most
recent version of the glibc code; many bugs have been fixed over the past
two and a bit years.)
