[vta,vta4.3] make curr_location and last_location static


While making other changes that I'll post momentarily, I couldn't find
any references to these variables outside of cfglayout.c, and no
header declared them.  I figured it made sense to make them static, so
I did.  Checking in...

for  gcc/ChangeLog.vta
