Subject: [v3] pb_ds/regression testsuite

... restructure pb_ds/regression tests. Mostly this is collapsing
nested directories and consolidating files in preparation for adding
support for non-pb_ds code to use this stuff. Wherever possible, remove
duplication. 

tested x86_64/linux
tested x86_64/linux -performance
