The conversion does not work in either direction in 1.6. It is
explained here (bottom of the page):

Basically, "If you want an underscore, use an underscore - if you want
a blank, use a blank"
The problem is that we used blanks (spaces) and the update to 1.6
converted them into underscores. So now every external link to a page
in our wiki with spaces in the name is broken.

Of course, I was not implying otherwise. But it broke any external
links pointing to a page with spaces, :-(

MediaWiki gets this right. Try
http://en.wikipedia.org/wiki/GNU%20Compiler%20Collection

I still think that fixing the external links is the wrong approach,
since there are external links out there that we cannot fix. Redirects
from pages with spaces to pages with underscores seems a good
workaround but it is tedious to do page by page.
