In case it helps, libffi is not release-critical, so different rules
apply anyway.

Why don't you like this rule?  As I see it the point is to avoid
punishing non-write-permission developers for the lack of time on the
part of reviewers.  At least, that is why I generally support it.

I do agree that exceptions are possible.  This goes both ways, IMO.
