RFA: Testsuite caching fixes


The TLS tests fail on mipsisa64-elfoabi if the first subtarget uses
the default flags and the second uses -mips16.  We cache the results
for the first run and then (wrongly) reuse them for the second.

We now have a wrapper function, check_cached_effective_target,
that handles this sort of thing, so this patch makes sure we
use it for all caching in target-supports.exp.

We also have helper functions for the common cases of:

  - compiling something to check there are no messages
  - compiling something to check there are no messages and that the
    output matches a certain pattern

However, both helper routines only work for C code.  We have
message-checking tests for Fortran too -- and a runtime test
for C++ -- so this patch generalises the routines to handle
those languages as well.  The patch expects C++ code to contain
"// C++" and Fortran code to contain "! Fortran".

Also:

  - The first helper function didn't handle executables, which some
    tests need to create.  The patch adds a case for that.

  - The second helper function only checks for a match, whereas
    tls_native wants to check for the lack of a match.  The patch treats
    a "!" at the beginning of the pattern as an inverse operator;
    regexps that want to match "!" as the first character can use
    something like "[!]"  instead.  I thought treating PATTERN specially
    was neater than adding (a pair of, see below) functions for the
    inverse operation.

  - We have many runtime tests, all of the form "compile to see if there
    are no messages, then use *_load to get a 'pass' or a 'fail'".  The
    patch adds helper routines for that case too.

The new runtime functions need to compile executables in the
same way as get_compiler_messages, but they need access to the
object file before it gets deleted.  Rather than making
get_compiler_messages more complicated, I thought it would
be neater to:

  - Replace it with a new function (here called check_compile)
    that returns the compiler messages and the name of the
    undeleted output filename.

  - Introduce *_nocache versions of each helper function.
    Each *_nocache function is a simple wrapper around check_compile,

This pairing matches that used by the DFP functions.

There are a couple of potential behavioural changes besides the
intended caching ones:

  - check_750cl_hw_available passed "-mpaired" rather than
    "additional_flags=-mpaired" to *_target_compile, so this patch
    might make -mpaired be used in cases where it wasn't previously.

  - check_effective_target_broken_cplxf_arg passed "-lm" rather
    than "libs=-lm" or "additional_flags=-lm", so again, this patch
    might make -lm be passed in cases where it wasn't previously.

    (I don't think this makes any difference in practice, as the
    function is only used for C++, which links libm by default.)

Most tests put the target checks inside the cache code, so I've used
that style throughout.  It has the advantage of being noisy "for free":
check_cached_effective_target will print messages for "-v -v".
I'm happy to do it the other way though.

Some of the affected functions are for targets that I can't test,
but I tried to fake it by passing an appropriate --target option
and checking that each function ran correctly.  (Sometimes I needed
to comment out vect.exp guards too.)  I also regression-tested on
x86_64-linux-gnu, where the number of passing, failing and unsupported
tests stayed the same.  The patch fixes the original problem on
mipsisa64-elfoabi.  OK install?
