This change is OK. The changes to runtime libraries (libstdc++,
libjava) should wait until we are sure we understand the GPL + exception
situation. The changes to the toplevel (libiberty, include) should be
done by the toplevel maintainers, presumably after everything underneath
has already been switched.
I know we're bikeshedding, but if you could do Alexandre's suggestion of
"COPYING3" and "COPYING3.LIB", I think that's even better.
