Subject: [Ada] fix handling of priorities on aix

Manually tested on ppc-aix
Tested on i686-linux, committed on trunk

This patch accounts for the the differences in how priorities are treated
by the system under the different available scheduling policies.

	priorities appropriately for different scheduling policies.
