libdecnumber license

- Subject: libdecnumber license
When libdecnumber was contributed to the FSF GCC sources, the
wrong license accidentally was copied into the files. Because the code is
used in both the compiler itself and the runtime, the license should have
been GPL+Exception. The GCC SC asked Richard Stallman to permit a change
in license and he has agreed to re-license of libdecnumber as
GPL+exception.
Ben, will you please apply the change?
