[PATCH]: only error for missing gmp/mpfr if gcc directory exists

we need to play nice with other projects that share the top level
configure.  This patch ensures we only error on missing gmp/mpfr if the
gcc directory exists.

Tested on sparc-sun-solaris2.10 by removing the gcc directory and
configuring with no gmp/mpfr, no error occurs in that case.  I also
verified that it still errors when the gcc dir is present and no gmp/mpfr
exists, as well as checking that it configures successfully when gcc
exists and the correct gmp/mpfr exists.

This should allow resumption of sync'ing the top level configure with
gdb/binutils.  Although I don't have access to those repos.
