[Ada] kill warning on default_bit_order


Tested on i686-linux, committed on trunk.

This patch (made to all versions of the system*.ads file) kills all
constant condition warnings for Default_Bit_Order. This seems a good
idea since all tests of this switch are configuration tests, and it
is not interesting to get a warning that the value is constant in a
particular situation.
